The Healthy Homes Production Grant Program (HHPG), housed within DHCD’s Whole Home Energy and Repairs division, provides financial assistance to help residents create safer and healthier living environments. The core mission of the program is to provide comprehensive assessments and remediation of identified health and safety hazards in residential properties.
Eligibility Requirements
To be eligible for the HHPG grant, applicants must meet the following criteria:

Income: Household income must be at or below
80% of the Area Median Income (AMI), with adjustments for household size.

Property Status: The property must be an owner-occupied single-family residence.

Location: Projects are limited to the following eight counties/jurisdictions in the State of Maryland:
- Allegany County
- Calvert County
- Charles County
- Garrett County
- Montgomery County
- Prince George’s County
- Saint Mary’s County
- Washington County

Prioritization: Priority for funding is given to households with children under six years old.
Offered Services
The HHPG provides services focused on critical home repairs and hazard mitigation:

Comprehensive Assessments: A Healthy Homes Evaluator (HHE) performs comprehensive inspections to identify health and safety hazards.

Hazard Remediation: Critical repair work and remediation of identified hazards, including, but not limited to the following:
- Mold Remediation
- Gas leaks
- Roof repair and replacement, Gutters
- Asbestos abatement
- Combustion appliance repair and replacement for Health and Safety concerns, including gas ranges, domestic water heaters, and space heat.
- Chimney Repair
- Foundation and sub-space water-proofing, and drainage, inclusive of bulk water mitigation by drain tile, sump pump, and minor grading.
- Radon mitigation
- Electrical hazard, Knob, and tube removal, inclusive of necessary service upgrades. Electrical upgrades for future home electrification.
- Plumbing issues
- Water and well, septic and sewer
- Windows and doors only for H&S, water intrusion, and security.
- Structural repair - atrophy, rot, insect, settling, storm-related
- Building shell stabilization (i.e. repair/replace missing sheetrock on exterior walls, point up deteriorated masonry that allows for water infiltration)
- Pest treatments (rats, roaches, and mice)
Funding Terms
Financial assistance is provided in the form of a grant.

Maximum Grant Amount: Up to $15,474.00 for the actual cost of critical repair work on single-family homes.
How to Participate
The application and project execution process involves the following key steps:

Application Submission: The applicant completes the
Combined Energy Rehabilitation Application. DHCD reviews the application to ensure it meets program guidelines and determines eligibility.

Contractor Selection: The applicant selects one or more contractors to provide bids for the desired work. While only one eligible bid is required to proceed, applicants are encouraged to obtain multiple bids. Applicants may select any licensed contractor.

Work Proposal Review: Applicants provide a work proposal for the critical repairs by a licensed and insured Maryland Home Improvement contractor or other trade professionals, along with photos documenting the issues. The proposed work scope is reviewed by DHCD’s Healthy Homes Evaluator (HHE). The HHE may visit the property to verify the request.

Contractor Documentation: For the protection of the applicant, any contractor working within the program will be required to provide these documents along with the application.

- W-9 Form, completed and signed by the contractor. The address on this form is where payments will be sent.

Approval and Order to Proceed: The applicant signs the Grant Agreement, Rehabilitation Grant Agreement, and other necessary closing documents (which are eligible to be executed electronically via DocuSign). The contractor and owner must sign the mutual Rehabilitation Agreement. An Order to Proceed will be issued only after the grant funds have been encumbered and all necessary zoning and building permits have been submitted.

Construction and Payment: The contractor performs the work. The HHE conducts on-site monitoring and inspections to confirm the quality and completeness of the work. Before the contractor receives final payment, the owner must sign the Certificate of Completion or final inspection form.
