Draft 2025-2026 Consolidated Annual Performance and Evaluation Report (CAPER)

The Maryland Department of Housing and Community Development (DHCD) is seeking public comment on the Draft State Fiscal Year 2026 (Federal Fiscal Year 2025) Consolidated Annual Performance and Evaluation Report (CAPER).

In accordance with guidelines established by the U.S. Department of Housing and Urban Development (HUD), DHCD has opened a 15-day public comment period on the Draft CAPER.

About the CAPER

The CAPER is a planning document required by HUD for grantees receiving funds through programs such as:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships Program (HOME)
  • Housing Trust Fund (HTF)
  • Emergency Solutions Grants (ESG)
  • Housing Opportunities for Persons With AIDS (HOPWA)

The CAPER is part of the larger Consolidated Plan process, which covers a five-year period and identifies priorities for using this funding to provide decent housing, economic opportunities, and acceptable living environments for Maryland residents.

The Consolidated Plan is updated annually through an Annual Action Plan, which identifies specific annual goals and projects that support the broader, long-term strategic goals of the Consolidated Plan.

The CAPER is submitted annually to HUD and describes the State's progress in carrying out the goals identified in both the Annual Action Plan and Consolidated Plan.

During State Fiscal Year 2026, DHCD completed the first year of its new five-year Consolidated Plan. The Draft CAPER details the progress DHCD made toward its housing and community development goals from July 1, 2025, through June 30, 2026.

Jurisdictions Covered

The State of Maryland's HUD planning documents cover the State's non-entitlement jurisdictions, which do not receive programmatic funding directly from HUD.

Entitlement jurisdictions may include Anne Arundel, Baltimore, Harford, Howard, Montgomery, and Prince George's counties, and the cities of Annapolis, Baltimore, Bowie, Cumberland, Frederick, Gaithersburg, Hagerstown, and Salisbury.

These communities are responsible for preparing and submitting their own Consolidated Plans and CAPERs.

Public Comment Period

DHCD is interested in receiving public comments and feedback on the Draft CAPER.

The document is currently available online on the DHCD Consolidated Plan page.

Public Comment Period:
Friday, September 4, 2026 – Sunday, September 20, 2026

DHCD will accept written comments submitted by email or mail, as well as verbal comments submitted by phone during the public comment period.
