​​​​​Overview

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The State of Maryland’s Department of Housing and Community Development is the State’s lead agency responsible for various regulatory plans and reports such as the Five Year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report (CAPER) as required in 24 CFR 91.115. These plans identify funding opportunities for community needs and evaluate the associated outcomes of the following U.S. Department of Housing and Urban Development (HUD) grants:

  • Community Development Block Grant (CDBG)
  • Emergency Solutions Grant (ESG)
  • HOME Investment Partnership Program (HOME)
  • Housing Opportunities for Persons with AIDS (HOPWA)
  • National Housing Trust Fund (HTF)

Plans and Reports

In accordance with federal regulations, DHCD will make available to any interested party a copy of any approved report submitted within the last five years. Anyone interested in receiving a report not linked on this page, please contact DHCD at [email protected].

Certification of Public Housing Authority Plans

All Public Housing Authorities (PHA) are required to submit a "Certification by State or Local Official of PHA Plans Consistency with the Consolidated Plan or State Consolidated Plan" (OMB No. 2577-0226) to HUD on an annual basis. This certification describes how a PHA's Plan is consistent with a HUD approved Consolidated Plan.

Any PHA that is not located in a HUD entitlement community must certify that its plan is consistent with the State of Maryland’s most recently approved Consolidated Plan. A copy of the current Consolidated Plan can be found on this page.

PHAs are encouraged to submit any certification form through the link below and requests will be processed within a timely manner as they are received. Signed certification forms will be returned to PHAs by email.
