About Us

​​The Maryland Department of Housing and Community Development (DHCD) works with partners to build and improve communities across Maryland. The Department finances the construction of housing and supports thriving, lovable places.

DHCD partners with local governments, nonprofits, community development organizations, economic development partners, and builders to construct and rehabilitate homes for Marylanders and fund strategic neighborhood revitalization plans to improve disinvested areas. Additionally, DHCD offers below-market-rate loans to help residents purchase homes and start or grow small businesses.
