The Maryland Department of Housing and Community Development offers several programs designed to help eligible Maryland homeowners with home repairs that improve comfort, livability and accessibility. The programs provide grants and loans to finance the rehabilitation, renovation, and reconstruction of single-family homes. These programs address a variety of housing issues, including critical health and safety issues and accessibility improvements.
Where to Begin? DHCD recommends that households start with a free, in-home comprehensive assessment to identify what can be improved within your home, provide you with more details on what repairs may be needed, and enroll you in the programs that are best for your situation. These programs may include grant and/or loan programs.

Critical Repairs and Rehab Programs
A financing program designed to bring properties up to applicable building codes and standards.
A financing program available for structurally sound, single-family, owner-occupied houses and rental properties with one to 100 units, which do not have indoor plumbing.
An income-targeted financing program designed to bring properties up to applicable building codes and standards.
Special Loan Programs
A financing program for accessibility improvements including the installation of grab bars and railings, widening of doorways and installation of ramps. Home improvements such as these represent for many people the key to remaining in their home and maintaining their independence
A grant and loan program to assist homeowners and landlords lessen the risk of lead poisoning and preserve the housing stock by reducing or eliminating lead-based paint hazards
A financing program to provide loans to homeowners to buy out ground leases (most prevalent in Baltimore City but present throughout Maryland).
Other Programs
Learn how to apply for the new Maryland state income tax credit available to residents who are renovating their home to make it more accessible.
A financing program to provides loans to construct or acquire or acquire and modify existing housing to serve as a group home or assisted living unit for eligible persons and households with special housing needs or to refinance mortgages on existing group homes.
