​​​​​​​​​​​​​​​​​The Housing and Building Energy Programs team helps homeowners, landlords and property managers access financing and funding programs that improve the energy efficiency of single family and multifamily properties in Maryland.​​

Zachary Amini-Rockwell, Senior Energy Program Manager​

Zachary oversees the Department's EmPOWER Single Family energy efficiency programs and the Crisis No-Heat/No-cool program. Contractors and non-profits interested in becoming a partner in these programs can reach out to Zachary to discuss the path to this partnership. Customers and landlords can also contact Zachary with any interest in applying to these programs.

Kiahnna Burney, ​Energy Program Manager

Kiahnna oversees the U.S. Department of Energy’s Weatherization Assistance Program (WAP), Bipartisan Infrastructure Law (BIL) WAP and the Weatherization Readiness Fund. These programs are administered by community action agencies, local governments and 501(c)(3) organizations (collectively Local Weatherization Agencies​) who are awarded grants through a competitive process. Customers interested in applying to these programs should contact their Local Weatherization Agency.

​Preston is the Program Manager of the Multifamily Energy Efficiency and Housing Affordability (MEEHA) – EmPOWER Program. The MEEHA – EmPOWER Program offers grants or loans to multifamily project owners to make their properties more energy efficient. Multifamily project owners can contact Preston to learn more about the program or to apply for funding

Patrick Hall, Senior Program Manager

Patrick is the Senior Program Manager for the BeSMART Energy Efficiency Loan Program​. The BeSMART Loan Program provides 10-Year Loans at 6.99% for up to $30,000 to Maryland Homeowners for energy efficient upgrades, windows, and appliances. Maryland Homeowners can contact Patrick to learn more about the BeSMART Energy Efficiency Loan Program or how to apply online.

Andrew Aliferis – Assistant Director, Special Loan Programs

Andrew has a direct management role of the Department’s portfolio of homeowner lending programs, provided under the Maryland Whole Home umbrella, for critical home repairs, including health, safety, comfort, efficiency and accessibility needs. Andrew coordinates participation with County and Local agencies throughout Maryland. Homeowners and interested third parties may contact Andrew to get information on the range of funding programs available. City and county agencies may contact him to learn more about the specific funding programs processes, requirements and availability.
