Right of First Refusal

​​​Under state law, landlords who plan to sell a property with 3 or fewer residential rental units must provide the current tenant(s) the first opportunity to make an offer to purchase the property.

For Landlords

Landlords can use the Right of First Refusal Portal to fill out and print the forms you are required by law to send to your tenant(s). Forms submitted through this portal do not need to be submitted to OTLA by mail or email. We are currently developing a Property Owner Portal Instructions Guide to assist portal users.

For Tenants

If you are a tenant residing in a property that the owner is planning to sell, you can work with a real estate agent to assist you in the offer of purchase process or reach out to your local HUD-approved housing counseling programs​ for information that can assist you in the homebuying process.
