Maryland Business Recovery Program

​​Purpose of the Program

The Maryland Business Recovery Loan Program is an emergency program which provides financial assistance for small businesses affected by disasters. This program is only available when activated by the Secretary of the Department of Housing and Community Development for certain disasters.​​

Eligible Applicants

  • Maryland-based small businesses
  • Business must be located in a commercial space
  • Nonprofit organizations
    Note: Applicant must show proof of insurance status​​​​​

Eligible Businesses

  • Retail businesses
  • Manufacturing businesses
  • Goods and Services related businesses
  • Business must be located in Baltimore City, Baltimore County, Howard County, Frederick County and Washington County and show evidence of damage/loss associated with May 2018 flooding events.
    Note: Some restrictions apply. See restrictions below​​​​​

Eligible Uses of Funds

  • Renovations
  • Repairs and replacement of furniture, fixtures and equipment
  • Inventory replacement
  • Loss of revenues / operating and leasing expense assistance
  • Certain other costs associated with recovery of a small business, including working capital

Restrictions

The following types of projects and activities will not be considered for NBW financing, unless the project includes another eligible business type (like groceries, restaurant, etc.):

  • Residential or transient living businesses e.g., multifamily or single-family housing developments, nursing homes, assisted living facilities, crisis care centers, group homes, transitional housing, and homeless shelters
  • Public facilities such as community halls, fire stations, hospitals, colleges, or universities
  • Adult bookstores, adult video shops, other adult entertainment facilities, gambling facilities, gun shops, massage parlors, pawn shops, tanning salons, or tattoo parlors
