Program Overview
Section 811 Project Rental Assistance expands affordable housing for low-income adults with disabilities. The program helps eligible residents live in stable housing with access to supportive services.
The U.S. Department of Housing and Urban Development (HUD) funds the program. The Maryland Department of Housing and Community Development (DHCD) manages it. Section 811 provides rental assistance tied to specific units in approved rental housing.
Eligible Applicants
DHCD awards Section 811 funds to eligible rental projects through existing financing programs. Projects may qualify if they:
- Receive federal Low-Income Housing Tax Credits
- Receive State Rental Housing Funds
Note: These funds are awarded to housing projects, not directly to individuals.
Eligible Residents
Section 811 rental assistance is for adults who:
- Are between ages 18 and 61 (non-elderly)
- Have a qualifying disability and receive Medicaid
- Have a household income at or below 30% of the Area Median Income (AMI)
- Are referred by the Maryland Department of Disabilities (MDOD)
The Maryland Department of Health (MDH) and MDOD provide supportive services to program participants.
Eligible Types of Housing
Eligible housing must:
- Be a rental property
- Receive financing from DHCD
Program Terms
- Section 811 is a rental assistance program, not a loan program
- Eligible properties receive project-based rental assistance to subsidize the contract rent of eligible participants
- Units are rented to eligible adults with disabilities referred by MDOD
Project Selection Process
DHCD meets with an Interagency Committee to review projects that align with the program's goals. The committee includes representatives from MDOD and MDH.
Once a project is selected, DHCD issues a Reservation Award Letter to the developer. The letter confirms that the property is eligible for funding to support unit subsidies for people with disabilities.

In March 2015, the U.S. Department of Housing and Urban Development announced the award of another round of Section 811 Project Rental Assistance funding to 25 states, including Maryland. Maryland received full funding in the amount of $9,808,054. The funding is anticipated to provide project-based assistance for 150 units statewide. It is expected that 75% of the units will be in the Baltimore and Washington, D.C. areas and the remaining 25% will be distributed on the Eastern Shore and Western Maryland. However, this may change as the program moves forward.

Fiscal Year 2012 Section 811 Project Rental Assistance Demo
In February 2013, the U.S. Department of Housing and Urban Development announced the award of Section 811 Project Rental Assistance Demonstration funding to 13 states, including Maryland. The Maryland Department of Housing and Community Development in partnership with the Maryland Department of Health and the Maryland Department of Disabilities applied under HUD’s Notice of Funding Availability for $10,917,383 of Section 811 Project Rental Assistance Demonstration funding to serve 150 individuals with disabilities, as further described below. Maryland’s application was fully funded. In July 2014, HUD increased the award amount to $11,229,308. The funding is anticipated to provide project-based assistance for 150 units in the Baltimore and Washington D.C. Metropolitan Statistical Areas. It is expected that the units will be evenly spread between the two Metropolitan Statistical Areas. However, this may change as the program moves forward.
