Notice 26-15: Spring/Summer 2026 Competitive Funding Round

The Maryland Department of Housing and Community Development is pleased to announce the results of the Spring/Summer 2026 Competitive Funding Round.  In total, 7 projects received reservations totaling $9,560,000 of 9% Low Income Housing Tax Credits (Tax Credits) and $8,000,000 of Rental Housing Financing Program Funds (RHFP), including the Rental Housing Program (RHP) and Multifamily HOME Program (HOME).  

These awards build on Gov. Moore’s September 2025 Housing Starts Here executive order and the administration’s continued commitment to addressing Maryland’s housing affordability and availability crises. The order directed the Department to develop a plan to speed up the process of awarding and distributing funding for affordable multifamily housing projects.

All projects competing in this round were required to satisfy new requirements of the 2026 Qualified Allocation Plan’s Housing Starts Now category, including being zoned for the intended use or having preliminary or full site plan approval. Awarded projects must also close financing within 12 months of receiving an award to ensure construction is complete and housing is ready for occupancy faster than in previous competitive rounds.

One project was awarded funding through the Infill and Redevelopment Pool. The remaining 6 awarded projects received scores of 150.53 or higher. In total, the 7 projects will create or preserve 275 units for families and 70 units for seniors. The projects include 85 units targeted for persons experiencing homelessness and persons with disabilities, about 24% of the total. One out of the 7 awarded projects proposed “twinning” its 9% Tax Credit Projects with 4% Tax Credit/Multifamily Bond Program Projects, creating or preserving an additional 210 units for families. This takes the total count to 555 units. 

In this Round, DHCD received 10 applications requesting $13 million of RHFP and $12.9 million in Tax Credits.  The 10 applications proposed to create or rehabilitate 407 family units and 70 senior units in 8 counties, including Baltimore City.

Seven of the applications were determined to meet threshold requirements and were rated and ranked.  The scores for the projects range from 150.53 to 183.73, with an average score of about 171. The QAP and Guide use a scoring scale that provides for a maximum score of 203 points.
