Program overview

The Maryland General Assembly created the Maryland Affordable Housing Trust (MAHT) in 1992 to make affordable housing more available throughout the State of Maryland. The Trust is governed by a Board of Trustees and staffed by the Maryland ​Department of Housing and Community Development. Interest generated from title company escrow accounts funds the Maryland Affordable Housing Trust.

The Maryland Affordable Housing Trust promotes affordable housing initiatives that serve Marylanders with household incomes at less than 50% of the area or statewide median income with preference given to household incomes at 30% of median income. 

MAHT provides funding support through grants and loans to: 

  • Nonprofit community-based organizations 

  • Public housing authorities

  • County and local governments

  • Affordable housing developers
