The Safe and Secure Water Access in Homes Grant Program provides statewide funding support for affordable housing preservation projects that resolve issues related to water insecurity and the lack of access to safe water in the home that impacts the overall quality of life for individuals and families.

Uses of Funds

Eligible uses of funds

  • Costs incurred by a non-profit organization, county or local government agency to implement a scattered site owner occupied rehabilitation project.
  • Types of rehabilitation activities would include the following:

    • Repair of non-functioning indoor bathrooms and/or kitchens that provide or restore hot and cold running water

    • Repair of non-functioning indoor bathrooms and/or kitchens that provide a working bathtub or shower, a flushable toilet, a sink with a faucet, or a water heater

    • Installation or replacement of wells and septic systems

    • Connection to public water and sewer systems

    • Activities to improve water quality (e.g., install water treatment systems, replacement of corroded or defective pipes, etc.) 

Ineligible uses of funds

  • This program is not for vacant properties, rental properties, group homes, transitional housing, and public facilities.
  • The purchase of organization personal property, such as office furniture or equipment is prohibited. 

Grant terms

  • Maximum award: $300,000

  • Grant term: Two years

Selection criteria

All activities funded by MAHT must serve residents with incomes of less than 50% of the statewide or area median income with preference given to projects that serve households with incomes of less than 30% of median.

Projects that meet the following criteria will be most competitive:

  • Target very low-income persons (<30% of median)

  • Provide the longest term of affordability

  • Demonstrate project readiness (shovel ready) and cost feasibility

  • Provide a complete analysis of water access issues in their county/service area

  • Demonstrate a successful history of implementing a scattered site owner-occupied

  • housing rehabilitation program in their service area

  • Leverage other funding sources towards the project
