Application

The Maryland Affordable Housing Trust (MAHT) Grant Program is to provide statewide funding support for affordable housing projects and activities that improve the quality of life for Maryland households with incomes below 50% of area median income (AMI) or statewide median income (SMI).

Eligible applicants

  • Nonprofit community-based organizations
  • Public housing authorities
  • County and local governments 
  • Affordable housing developers, including nonprofit and for-profit developers

Uses of funds

Eligible uses of funds

  • Capital costs (i.e, acquisition, construction, rehabilitation)  of rental and ownership affordable housing
  • Capacity building costs for nonprofit affordable housing developers 
  • Costs for self-sufficiency and supportive services for occupants of affordable housing developments
  • Operating expenses of an affordable housing development

Ineligible uses of funds

The Maryland Affordable Housing Trust does not provide:

  • Direct rental assistance to tenants;
  • Capacity building assistance that is not related to a specific affordable housing development; or
  • Purchase of organization personal property, such as office furniture or equipment.

Grant terms

  • Grant maximum award: $150,000
  • Grant term: One year
  • Grant funding: MAHT generally provides funding for project-specific capacity building, operating expenses, and supportive services as grants.

Important financing notes

  • Capital costs: MAHT may provide funding as deferred-payment loans or recoverable grants. These funds may become repayable if the project is sold or ceases to be used for low-income occupancy.
  • Pre-development awards: Generally repayable loans once full project financing is secured.
  • Interest-bearing loans: MAHT reserves the right to make funding available as interest-bearing loans.

Selection criteria

 All MAHT funded activities must serve residents with incomes of less than 50% of statewide or area median, preference is given to projects that serve households with incomes of less than 30% of median.

Projects that meet the following criteria will be most competitive:

  • Target very low-income persons (<30% of median)
  • Provide housing for families with minor children and/or single adults in Single Room Occupancy units;
  • Demonstrate project readiness and feasibility;
  • Project long-term affordability (for capital projects);
  • Demonstrate need /demand for housing in geographic area and helps achieve equitable geographic distribution of Maryland Affordable Housing Trust funds;
  • Leverage other funds and/or provide the final piece in a financing package; and
  • Provide self-sufficiency services.
