The purpose of the Special Targeted Applicant Rehabilitation Program is to preserve and improve single-family properties. Special Targeted Applicant Rehabilitation is a program designed to bring properties up to applicable building codes and standards or a minimum housing quality standard.
Special Targeted Applicant Rehabilitation program funds may be used to assist in the rehabilitation of owner-occupied single-family homes.
This program is generally not available in the following jurisdictions: Baltimore City, Baltimore County, Harford County, Howard County, Prince Georges County and Montgomery County.
Household income of owner-occupants of single-family homes generally cannot exceed 50 percent of the Adjusted Home Income Limits published annually by the U.S. Department of Housing and Urban Development. Some loans may be made to benefit families with incomes that are 80 percent or less of these Limits provided that the household has circumstances that make them ineligible for other Maryland Department of Housing and Community Development financing.
Loans have an interest rate at zero percent and are fully deferred. Generally, the maximum loan is 100 percent of the value of the property. Loans are secured by a mortgage.
All loan requests will be processed directly by local governments for properties within their jurisdiction.
