Division of Credit Assurance

​​The Division of Credit Assurance (DCA) is part of the Maryland Department of Housing and Community Development (DHCD). Established in 1987, DCA helps manage and protect DHCD’s investments in people and places that support DHCD’s mission. DCA makes sure state-funded housing, business and neighborhood revitalization projects are successful, stable, and well-managed.

What We Do

DCA monitors compliance and risk, and oversees the stability and collection of loans, for the majority of affordable housing projects, business developments and single family homeowner opportunities financed by or through DHCD.

  • Multifamily (MF) Asset Management – Our MF Asset Management team helps make sure rental housing and special loan programs funded by DHCD are operating and maintained in accordance with the requirements, terms and conditions imposed by the financing and subsidy sources. In addition, the MF Asset Management team, directly and through its third party servicers, monitors risk in the MF loan and project portfolios, ensures timely collection of loans payments, and works with borrowers and property managers to address and mitigate risk and non-compliance.
  • Single-Family (SF) Asset Management – Our SF Asset Management team directly, and through a variety of third party servicers and administrators, oversees the compliance, collection and administration of a variety of programs used to finance and support affordable home ownership in the State of Maryland, including:
    • Purchase money mortgages; and
    • Down payment settlement expenses;
    • Special loans (rehab and ground rent redemption)
  • Business Asset Management (BAM) – Our BAM team supports community development and small business lending by monitoring risk of DHCD’s business and neighborhood revitalization lending portfolios, ensuring the timely collection of loan payments, and working with Borrowers to address and mitigate risk.
  • Maryland Housing Fund (MHF) - We manage the Maryland Housing Fund (MHF), which provides credit enhancements and loan insurance to make loans financed by DHCD and other lenders safer and more available to people and developers in Maryland. MHF programs include:
    • Construction & Permanent Loans – Insurance for short-term and long-term loans to build or fix apartment buildings and other multifamily housing for families, seniors, and people with disabilities; including projects with federal subsidies.
    • Special Housing Opportunities Program (SHOP)​ - Helps nonprofits finance or refinance group homes and shared living facilities for people with special needs.
    • Revitalization Program – Helps lenders offer mortgages in areas with declining homeownership by making it safer for lenders to offer loans and easier for people to buy homes even if they can’t afford repairs or closing costs.

In recent years, MHF expanded to support a loan program that helps protect and strengthen property values in targeted areas of Baltimore City.

Tools for Borrowers and Property Managers

We offer tools to help borrowers and property managers stay organized and informed:

  • Procorum Portal – A secure online system to share documents, communicate with DHCD, and manage project tasks. (Coming Soon)
  • Affordable Housing Preservation - DCA oversees notices, opportunities and procedures related to various preservation laws and requirements applicable to certain multifamily affordable housing projects funded through DHCD and/or in the State of Maryland, including the Maryland Affordable Housing Preservation Act (MAHPA).
  • Trainings and Updates - DCA provides trainings and support for its borrowers, constituents and property managers.
