The Baltimore Vacants Reinvestment Initiative provides public and nonprofit partners in Baltimore City grant funding to address vacant properties through acquisition, stabilization, demolition and other pre-development activities, clearing the way for new green space or affordable housing and mixed-use developments.
The initiative is a part of the
Reinvest Baltimore effort and is guided by the work of the
Baltimore Vacants Reinvestment Council.
The Baltimore Vacants Reinvestment Initiative is one of the Maryland Department of Housing and Community Development’s
seven State Revitalization Programs that are awarded on a competitive basis annually. In 2024, Governor Wes Moore proposed and the General Assembly passed a historic acceleration of funding for vacancy reduction in Baltimore City through the program, at $50 million annually.
Applications for funding opened with the State Revitalization Program round in May 6, 2024 and closed on June 26, 2024.

- Demolition of derelict non-contributing structures
- Stabilization of vacant buildings to support future redevelopment
- Site acquisition and assembly to create redevelopment-sized parcels for solicitation or planned development
- Site development and infrastructure to support the reuse of vacant buildings and lots
- Construction-level architectural and engineering designs
- Credit enhancement
