The department provides a range of services and programs that can help Marylanders create and maintain safe and comfortable homes for themselves and their families. Homeownership programs are available to help cover down payment and closing costs. Homeowner programs are available to make important safety and code improvements, and provide pathways to prevent foreclosure.

The Department offers multifamily finance programs for the construction and rehabilitation of affordable rental housing units for low to moderate income families, senior citizens and individuals with disabilities.
Our multifamily bond programs issues tax-exempt and taxable revenue mortgage bonds to finance the acquisition, preservation and creation of affordable multifamily rental housing units in priority funding areas.

The Maryland Department of Housing and Community Development's portfolio of small business lending programs provides gap financing and other business growth tools to new and expanding small businesses and nonprofit organizations in Sustainable Communities throughout the State.

I am a homebuying professional such as a mortgage lender or real estate agent
The Department works with a broad network of real estate, mortgage lending, mortgage insurance, title and other businesses and professionals to provide affordable homeownership opportunities to Marylanders. The largest program offered by the Department is the Maryland Mortgage Program (MMP), which helps homebuyers attain affordable mortgages and homebuyer incentives through a network of over 70 approved mortgage lenders, other industry professionals and organizations such as the Maryland Association of Realtors and the Maryland Mortgage Bankers Association.
Other homebuyer programs provided by the Department include the Homeowership for Individuals with Disabilities Program and the sale of State-Owned homes.

I am a Community Development Administration bond investor
Many of the programs provided by the Department to develop and finance affordable single and multi-family housing in Maryland rely on bond financing through the Community Development Administration. The Community Development Administration is a unit within the Maryland Department of Housing and Community Development, and is the Housing Finance Authority for the state.
Bond issuances managed by the agency finance the development of affordable multi-family and single family homes in Maryland as well as local government infrastructure development.
