Consolidated Plan

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The State of Maryland’s Department of Housing and Community Development is the State’s lead agency responsible for various regulatory plans and reports such as the Five Year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report (CAPER) as required in 24 CFR 91.115. These plans identify funding opportunities for community needs and evaluate the associated outcomes of the following U.S. Department of Housing and Urban Development (HUD) grants:

  • Community Development Block Grant (CDBG)
  • Emergency Solutions Grant (ESG)
  • HOME Investment Partnership Program (HOME)
  • Housing Opportunities for Persons with AIDS (HOPWA)
  • National Housing Trust Fund (HTF)

2026-2030 HUD Consolidated Plan Process

In 2025, DHCD will be developing its Consolidated Plan for Federal Fiscal Years 2025 to 2029 (State Fiscal Years 2026 to 2030). The Consolidated Plan serves as the framework guiding the State’s investment of federal funding over the next five years. It is comprised of four sections:

  1. Needs Assessment: data-driven evaluation of the levels of relative need in the areas of affordable housing, homelessness, special needs, and community development.
  2. Market Analysis: data-driven evaluation of the existing market conditions in the areas of affordable housing, homelessness, special needs, and community development.
  3. Strategic Plan: details how the State will utilize its expected federal funds over the next five year period to address its priority needs as identified through the Needs Assessment and Market Analysis.
  4. Annual Action Plan: a summary of actions, activities, and funding resources that will be used during the next fiscal year to address the State’s priority needs.

Citizen participation is a key component of the State’s Consolidated Plan process and citizens are encouraged to provide feedback throughout the development of the plan. DHCD has created the following forums for citizen participation:

Consolidated Plan Citizen Participation - Public He​arings

DHCD will hold two series of public hearings throughout the Consolidated Plan process. The first series will be held in January 2025 to discuss community and housing needs throughout the state. The second series will be held in April 2025 to review the draft Consolidated Plan and garner feedback on the proposed priorities and strategic plan for the upcoming five year period.

Consolidated Plan Citizen Participation - Public Surveys

Citizens are also encouraged to provide feedback through a public needs survey. All surveys are anonymous and no personally identifiable information will be collected. Feedback from this survey will provide DHCD with better insight into current housing and community development conditions throughout the state.

The public needs survey will be open for three weeks from January 13, 2025 to February 3, 2025. All survey responses received will be incorporated into the Consolidated Plan.

In accordance with federal regulations, DHCD actively maintains the availability of five years of plans on its website. Anyone interested in reviewing earlier plans is encouraged to contact DHCD.
