The Department of Housing and Community Development welcomes all contractors who are licensed and insured to help our Maryland Homeowner Borrowers.  

If your customer is financing their project through the BeSMART Program, we will ask for:  

• Your W-9 Form
• A Certificate of Insurance (this can be generic - you do not need MD DHCD or the Borrower's name on it)
• Your MD HVACR License or MHIC License​

Program services are delivered through a statewide network of local service providers, called network partners. Competitive rounds to become a network partner for the EmPOWER program are conducted at least every 3 years, or more frequently to ensure statewide service coverage. Nonprofits and local governments can apply by responding to a Requests for Applications (RFA) in conjunction with the DOE WAP program (see Weatherization Assistance Program section below), and for-profit home improvement contractors must respond to a Request for Proposals (RFP).  

When there is an active Request for Proposals, a notification will be posted on this web page. Contractors are encouraged to register on the eMaryland Marketplace Advantage (eMMA) website​ to be notified of any relevant open procurements. Additionally, DHCD distributes an email notification to its working list of vendors. If you would like to get on the vendor’s list please contact NAME TBD at NAME.TBD@maryland.gov.

If you are interested in providing weatherization services for low-income households, contact the Local Weatherization Agency​ that serves your county with the federally-funded Weatherization Assistance Program.  

Each subgrantee procures contractors to perform the weatherization services for eligible households. The link provides the name and contact information for each subgrantee. You are encouraged to contact as many weatherization subgrantees as you wish and bid for any counties you want to serve.  

The procurement process adheres to Office of Management and Budget (OMB) regulations and provides for free and open competition in the procurement of weatherization services. If you have questions about the procurement process, timelines, or results, please contact your local subgrantee agency directly.  

Requests for Applications (RFA) to be a weatherization service provider are conducted at least every 3 years and more frequently to ensure statewide service coverage. Program services are delivered through a statewide network of local service providers, referred to as “Local Weatherization Agencies (LWAs)” and/or “Subgrantees." Subgrantees include Community Action Agencies (CAA), other community-based not-for-profit organizations, and local governmental agencies.  

Applicants must provide proof with its Application that the following Minimum Qualifications have been met:  

1. The Subgrantee must be a Community Action Agency (CAA), or other public or nonprofit entity as recognized by federal and State laws.
2. Non-profit organizations must have an active board of directors and be organized in accordance with applicable laws of the State of Maryland.
3. The Subgrantee must (1) be registered in the System for Award Management (SAM)​ before submitting its application; (2) provide a valid UEI number in its application; and (3) continue to maintain an active SAM registration with current information at all times during which it has an active federal award or an application or plan under consideration for federal award.
