Project C.O.R.E. Historic Preservation

​The Maryland Department of Housing and Community Development met with the Maryland Historical Trust and Baltimore City Department of Housing to discuss Project C.O.R.E. planning. The purpose of the meeting was to begin establishing procedures for working together and carrying out the historic preservation review process for Project C.O.R.E. activities. The Project C.O.R.E. team will finalize procedures for working with the Maryland Historical Trust and other involved parties and mitigating the impact to any historic resources by Project C.O.R.E. activities. The next steps detailed below are underway.​

Next Steps

  • The Maryland Historical Trust developed a preliminary draft framework for a “Programmatic Agreement” among the Maryland Department of Housing and Community Development, and Baltimore City outlining the historic preservation review process.
  • The Maryland Historical Trust will be provided with a list of Phase 1 properties that Baltimore City is preparing for review and comment.
  • The Maryland Department of Housing and Community Development will work with the Maryland Historical Trust and Baltimore City to identify other parties to invite to participate in the historic preservation consultation for Project C.O.R.E. Other consulting parties would include local governments as well as other individuals and organizations with a demonstrated interest in the project and its effects on historic properties.
  • Maryland Department of Housing and Community Development will coordinate consultation among the stakeholders agencies - Baltimore City, the Maryland Stadium Authority, and the Maryland Historical Trust, and the identified consulting parties.
  • The consultation among all parties will address identification of historic properties, assessing the effects of Project C.O.R.E. on historic properties, and recommended measures to avoid, reduce or mitigate any adverse effects when possible. Decisions resulting from this consultation will then be finalized in the formal Programmatic Agreement, which will be signed by the Maryland Department of Housing and Community Development, Baltimore City, the Maryland Historical Trust, the Maryland Stadium Authority and relevant consulting parties.
